Liangzhu (Lucas) Wu
Lucas Wu is a Law Clerk at ILS, passionate about supporting the firm’s mission of delivering exceptional legal services. His practice spans U.S. employment-based immigration as well as cross-border regulatory compliance, with a focus on export controls and data governance.
Lucas has substantial experience preparing EB-1 and National Interest Waiver (NIW) petitions, including drafting persuasive RFE and appeal responses and conducting legal research to support evolving case strategies. Before joining ILS, he worked at a U.S.-based law firm where he assisted professionals across the semiconductor, life sciences, and academic sectors. At ILS, he continues to contribute to a high volume of complex immigration matters, providing thoughtful and strategic support to the team.
In addition to immigration, Lucas brings nearly a decade of in-house and law firm experience advising major public companies on export control compliance under U.S., Taiwanese, and Japanese regulations. He led ECCN classification efforts, de minimis analysis, and export license management, and played a pivotal role in helping a U.S. subsidiary achieve full compliance during a BIS audit. His privacy compliance work includes designing and implementing data protection frameworks aligned with CCPA, CPRA, and GDPR requirements. He worked closely with business units and HR to improve internal data governance and negotiated data processing agreements with international vendors. Earlier in his career, he worked at a Taiwan Top 3 law firm, supporting M&A and securities matters for international clients.
Lucas earned his LL.M. from UC Berkeley School of Law, where he was named to the Dean’s List (Top 10%) and received the Best Legal Memo Award. He holds Law & Technology and Business Law Certificates, and earned High Honors in six courses.
Outside of work, Lucas enjoys traveling, watching films, and playing basketball—activities that help him stay grounded, foster creativity, and build teamwork instincts that carry into his professional life.
